Dispersion plume modeling is available within 5-15 minutes from National Atmospheric Release Advisory Center (NARAC). Local emergency management cannot afford to wait several hours for an EPA On-Scene-Coordinator to arrive in obtaining plume dispersion modeling in conjunction with a chemical incident. Time is of the essence.
In the Waxahachie chemical incident, no information was provided to NARAC on the identities nor quantities of the Tier II hazardous chemicals in addition to the nearly 200 other hazardous chemicals. As a result, a plume dispersion model could not be generated so as to assist the Incident Command System in effectively communicating the risk to the community.
